The Premier League's full report has accused some Manchester City witnesses of lying. The Sun reported that the league went further, calling important witnesses "dishonest" and their evidence "false." The independent commission found City guilty of every financial rule breach across nine seasons from 2026/10 to 2026/18, and three of four non-cooperation charges. Section 5.29 says the majority of witnesses tried to be honest, but important witnesses for the club gave false evidence, and some knew it was untrue. Appendix 6 holds the details. When a club's defense depends on explaining sponsorship and related-party transactions, false witness testimony is not a footnote; it is the collapse of the defense. The report is a rare occasion where a ledger is read aloud. Yet the verdict is not a clean victory. The dishonesty finding may be challenged on appeal. If the appeal panel decides the commission over-weighted credibility, parts of the ruling could fall. The league has a chance to publish Appendix 6 fully; otherwise the accusation stays a headline. The system did not break; it performed as designed. The next question is whether the punishment will match nine seasons of breaches — and whether the ledger will be read again in the appeal.
